Critics argue that this is a deliberate wrong. They explain that “convenient” is not a passive suggestion – it means taking meaningful action to do something like this. The difference with the “effect”, which means to completely move or apply, has become a legal shield of administration. Saying that they do not need to “affect” returns, authorities are drawing a line that many people say to dodge accountability. They argue that the government is using the legal term – forming a line between “convenience” and “effects” to avoid implementing a binding decision.
