‘Khalistani extremists use Canada as a base to promote violence in India’: Canadian Intel report confirms India’s concerns; What does it mean

Canadian’s own intelligence security has confirmed what New Delhi has long maintained-Canada has become a safe shelter for anti-India elements.Canadian’s top intelligence agency, Canadian Security Intelligence Service (CSIS) has officially confirmed that Khalistani extremist Canadian soil is mainly used as a basis for promoting violent activities to target India, raising money and planning. The report clearly stated: “Khalistani extremists continue to use Canada mainly as a basis for promotion of violence, funding or plan in India.”

‘Use Canada as a base’

The revelation revealed in the 2024 annual report of CSIS validate long-standing concerns about the presence and activities of India-run-Khalistan groups from Canada.“Since the middle of the 1980s, the threat of politically induced violent extremism (PMVE) in Canada has been mainly manifested through Khalistani extremists in Canada, which is demanding to use and support violent means to create an independent nation state, which is called Khalistan, which is within a large scale.”The CSIS report describes a small group of Canada -based Khalistani extremists, who continue to engage in violent means to carry forward their cause. The report said, “A small group of individuals is considered as Khalistani extremist as they continue to use Canada as a basis for promotion of violence, funding or scheme mainly in India. In particular, the real and alleged Khalistani extrem to emerge from Canada continues to continue Indian intervention activities in Canada.”While the report distinguishes these extremists from the people engaged in peaceful advocacy, it highlights that these violent elements use Canada as a safe shelter to promote India target attacks and plan.This acknowledgment of Canadian Intelligence is amid diplomatic tension between New Delhi and Ottawa, especially after the 2023 assassination of Hardip Singh Nijar, a Khalistani terrorist in British Columbia. Canadian officials have linked the murder with the intervention of the Government of India, which India called the allegations “absurd” and accused Canada of harassing anti -India elements. CSIS reports indicate the efforts of the Government of India to suppress the Khalistan movement through foreign intervention activities in Canada, including targeting individuals in North America.

The revelation reconciled at the G7 Summit in Alberta with a recent meeting between Canadian Prime Minister Mark Carney and PM Narendra Modi. The two leaders agreed to restore diplomatic relations by appointing new high commissioners and re -launching business talks, indicating a desire to stabilize the relationship despite the underlying security concerns. Carney defended his invitation to PM Modi amid criticism by Sikh advocates and some Canadian MPs, emphasizing India’s global economic importance and importance of creative dialogue.The CSIS report also highlighted the widespread national security threat created by politically induced violent extremism in Canada, with Khalistani extremist primary manifestation. Although there were no Khalistani extremist attacks on Canadian earth in 2024, the ongoing participation of these groups in violent activities abroad is a concern for Canadian security agencies.
