Giving instructions that its order should be sent to the Chief Secretary, which in turn should put it in front of the supreme officials of the Delhi government, the court said that the officials should decide to centralize the administration and management of the drains. The PWD argued that these were not new holes, but there were well marks that were already present and blocked by the inhabitants and now opened. The court was also informed that the road was first with PWD and now with MCD.The court mentioned that the petition of the residents showed indifference in Delhi due to the functioning of several agencies and stated that it was to call agencies including MCD, PWD, DJB, DDA, and the Department of Irrigation and Flood Control, before it is for a general consent, and for effective implementation for its implementation.“Between these agencies, there is a lot of confusion, which is caused by improper delimitation of responsibilities, causing deer to pass on most occasions,” the court said. On the Maharani Bagh issue, the bench directed the PWD and MCD to hold a meeting with the residents on August 2 after inspecting the site and file a joint status report on efforts to resolve the issue.The High Court demanded the presence of an officer from MIMS to respond as to why there was a delay in the approval related to the laying of a new sewer pipeline in the area.
