However, the questions remain on how these commitments will be met, as the European Union cannot make private companies mandatory to make such purchases.The European Union has clarified that the July deal is a political agreement and “is not legally binding.”A senior European Union official said that both sides were working on the details of the agreement of the leaders and expected to share more information “very, very soon”.An European Union official also warned that suspension can be reversed if the dialogue is broken.
