Indian firm Bag Rocket Tech from ISRO; Hal won SSLV TOT

Bengaluru: In the first, an Indian company will get complete technology to make a rocket from ISRO. The Space Regulatory-cummoter, Indian National Space Promotion and Authorization Center (In-space) said on Friday that Defense PSU Hindustan Aeronautics Limited (HAL) has transferred Technology (TOT) for ISRO’s small satellite launch vehicle (TOT) at a cost of Rs 511 crore. It is a milestone for the Indian space sector. In the case of PSLV, where a consortium was provided a manufacturing contract, in the case of SSLV, the launch vehicle is being completely offered to HAL. The firm will be the owner of the rocket and will be able to make it, bring it to the market and launch.“In-space had a two-step selection process. Six of the nine industries were shortlisted in the first phase. In Stage Two, technical-commercial dialects out of three were reviewed by a committee and we finally reached HAL, ”said Rajiv Jyoti, In-Space Director-Technical. In-space chairman Pavan Goenka said that the committee co-de-stubbornly found the government under the leadership of Professor Vijaya Raghavan of the government and former ISRO Director Suresh, for the former chief scientific advisor, found technically qualified by all the three bidders after carefully evaluation. “And then we opened a commercial bid in which Hell’s Rs 511 crore emerged as the highest bidder,” Goenka said. While the Hall Boli as a standalone company, the other two shortlisted bidders were Consortia, one of which was done by Alpha Design in Bengaluru and the other by Bharat Dynamics Limited (Hyderabad). Once the technique is transferred, HAL aims to manufacture about 6–10 in a year, depending on the demand. “The payment will be done in stages. Total will take two years. “HAL will create at least two SSLV rockets (prototypes) with full help and hand holding by ISRO and two years later, they will be on their own. The initial tot agreement will be for the first two years and then another contract between HAL and ISRO will be signed,” Goenka said.He said that once hal is automatically, it would be free to change the design of the rocket and choose its partners. India’s space PSU Newspace India Limited (NSIL), In-space, ISRO and HAL will now sign a contract. The commercial part of the contract will be handled by NSIL and the in-space will handle the transfer of technology in collaboration with several ISRO centers.Goonka said: “I think it is one of the most complex tots made in India and I think Technology is going into a very capable hands in HAL. They are very familiar with launch vehicles and have been part of many projects with ISRO. Hopefully, we will create a new space company in India, who are recently entered as a rocket owner.”Welcoming the verdict by in-space, HAL Director-Finance, Barena Senaputi said that winning the bid was in line with HAL’s large goal of entering the space field in a large way, which was doing in the past. He also said that adding a new portfolio will not affect its other operations. To whom Goinka tolerated liability, said: “The state has the responsibility of the launch vehicle according to international norms. It is to decide how much part of the liability is with it and how much will be moved to the owner of the rocket. Once the contract is signed, HAL will follow the land.”He said, “When Skyrot launched, we asked them to take launch liability insurance … We are currently arguing what we will do in the future. Either as part of space law or other means, as part of the part of the means, will work on the details,” he said.
