In the major recommendations in the report, the governor asked for several measures, such as setting up the post of central forces in the boundary districts and the appointment of an inquiry commission under the Commissions of Inquiry Act, 1952.
He urged the Union Government to build a law to empower the Union Government to work on the state law enforcement failure.

While the inclusion of Article 356 in the report attracted attention, a government official clarified the intention of the Governor. He warned of the possibility that unrest in Murshidabad could spread to other parts of the state and insisted that the central government “consider constitutional options to conduct an inquiry on the current situation, besides instilling people in the rule of law”.
So far, Trinmool Congress and State Administration officials have not responded to the claim made in the Governor’s report.
