Rana’s extradition is again a reminder to Pakistan that it needs to work to judge other criminals of the Mumbai attacks.”

The statement came a few days after the Delhi court sent Rana to 18-day custody of the National Investigation Agency (NIA), stating that there was sufficient material on records to justify custodial inquiry. Special NIA Judge Chander Jit Singh noticed that the conspiracy associated with Rana expanded beyond India’s borders and included targets in many Indian cities including the national capital. The judge said, “The content produced on record shows that the conspiracy under consideration is beyond the geographical boundaries of India and many goals were identified as various places in many cities of India including the national capital.”

This included material related to the reconnaissance trips organized by the accused and his associates. “This exercise indicates the need for custodial inquiry that requires time,” the court said, thorough investigation was important to ensure national security. The court also said that the NIA should be given a proper opportunity to highlight the entire picture. “The investigating agency should get a proper opportunity to fully investigate the case so that the court can be presented to complete the whole facts completely.”
