Referring to the theme of the conference, Singh also described what is a sign of changes in circumstances as far as the effect of climate change was concerned and emphasized that not only a warning was represented by the retreat of the glaciers, but also with a far -reaching implication with far -reaching implications for water security, biodiversity and livelihood of billions of people.
