New Delhi: Rajya Sabha President Jagdeep Dhanker on Monday demanded a serious concern over a procedural lapse in a resolution demanding the removal of a High Court judge, found that a member’s signature had appeared twice in the list of MPs. Calling it a “serious and guilty” case, Dhankhar said that such crimes reduce parliamentary standards and conduct intensive investigation.The Speaker informed the House that in December, he received a resolution under Article 124 of the Constitution to remove a judge of the Allahabad High Court, supported by 55 members of the Upper House. However, on verification, it was found that a special MP had signed twice, reduced the effective count of signators by 54.

Dhankhar said, “An inquiry was done to find out from the member about the duplicate signature. The Hon’ble member refused to sign two places. The case was made more serious, making us need to reach the bottom of the issue,” Dhankhar said, the signature and verification process of the signature was still going on.He warned that if a proposal signs two of the same member, and the member refuses to sign twice, “the case becomes serious and guilty.” Dhankhar said that he would consult floor leaders to decide what action should be taken in such cases to maintain the dignity of the house.He said, “This August house has to determine very high standards. If we do not live up to the expectations of the people, we will put things under the carpet and will not subdue them to deep investigation,” he said.At the same address, Dhankhar also mentioned an earlier incident in the house, where a bundle of 500 rupee notes was found on seat number 222. He said, “It is not much that a part of the notes was found, but that no one has claimed it. It is also very serious and will be placed in front of floor leaders for guidance,” he said.The Speaker further explained the constitution about the proactive nuances and removal of the removal speed under the Judges (Inquiry) Act, 1968. Since the current proposal was also presented in the Lok Sabha with the signature of more than 100 MPs, he said that both houses should accept the proposal together for the formation of a statutory committee.
