UAE: Over 3,600 people convert to Islam in Dubai in the first half of 2025

More than 3,600 people converted to Islam in Dubai in the first half of 2025, while hundreds of people associated with Islamic educational programs and interactive initiatives, reflecting the growing impact of the city’s cultural outreach efforts.

H1 2025 major conversion and attachments

The Mohammed bin Rashid Center recorded a significant increase in adaptations in Islam between January and June 2025 for Islamic Affairs and Charitable Activities Department (IACAD). More than 3,600 persons adopted Islam during this six -month period. In addition to conversions, the Center enrolled more than 1,300 students in its various educational programs. These initiatives are designed to learn structured about Islamic principles and practices. In addition, the Center organized 47 knowledge and awareness courses, which benefited more than 1,400 participants. These sessions were part of its broad educational efforts with the aim of promoting tolerance, cultural understanding and values contained in religious knowledge. Another major outreach initiative, “Sustainable Knowledge Room”, reached more than 190 beneficiaries. It was designed to increase learning through immersive, technology-educated educational location interactive experiences. The center director, Jassim Al Khajaraji, emphasized the comprehensive mission of the institution, which goes beyond education to promote mutual dialogue. He said, “We work within a comprehensive vision aimed at building the bridges of cultural and religious communication and offer a bright image of Islam on the basis of tolerance, knowledge and dialogue, are based in well -studied educational standards that meet the needs of new conversations and meet those interested in Islamic culture equally,” said.

IACAD’s role and vision

The Islamic Affairs and Charitable Activities Department (IACAD) is a governance authority behind Islamic and charitable efforts in Dubai. Established by the late ruler HH Sheikh Rashid bin Saeed Al Maktaum in 1969, works with the main objective of promoting religious awareness and Islamic values in Iyad Emirates. Its mission spreads a wide scope of responsibilities, including:

Regulatory structure and expansion mandate

Under the 2011 law number (2), IACAD was formally reorganized to define its comprehensive policy-making and regulatory functions. The department’s extended remit includes:

  • Dubai develops common policies for Islamic and charitable work
  • Religious recording and monitoring of production and distribution of publications
  • Anatomical course
  • Hijri calendar preparation and approval
  • Issuing license for:
    • Charitable society
    • Quran Memorization Center
    • Islamic institute and research body
    • Religious programs, seminars and exhibitions

In its supervisory role, IACAD takes care of both administrative and financial aspects of licensed institutions. The department also coordinates Haj and Umrah Yatra logistics in partnership with relevant UAE officials. Additionally, it is used properly and legally to manage the fatwa system, promote zakat awareness and ensure donations. The development of the department began on October 24, 1969 with its establishment as the Settlement Department, later formally under the 1994 law (7), and was eventually defined under the current law in 2011. Its mandate today rests on three founder columns: charitable work, Islamic matters and mosque supervision.
